海珠区关于强化社会面疫情防控措施的通告（七）

NotificationofStrengtheningCOVID-19ControlandPreventionMeasuresinHaizhuDistrict(7)

为有效阻断疫情传播扩散风险，尽快实现社会面动态清零，切实保障广大人民群众生命安全和身体健康，经研判，决定11月5日0时至11月7日24时，在海珠区全域实行如下防控措施：

InordertocurbthespreadofCOVID-19,achievezeroCOVID-19communitytransmissions,andprotectpeople’shealthandsafety,HaizhuDistrictCOVID-19ControlandPreventionCommandCenterhasmadeadeliberatedecisiontoimplementthefollowingCOVID-19controlandpreventionmeasuresfrom0:00onNovember5to24:00onNovember7:

一、严格控制人员流动。市民除接受核酸检测和紧急就医等，原则上非必要不外出，不串门、不扎堆、不聚集。每户每天安排1人分时有序外出购买生活物资或领取无接触式配送物资。社区小区、城中村、产业园区实行封闭式管理，入口严格实行测温、扫场所码和查验24小时内核酸检测阴性证明等措施。

1.Residents’movementshallbestrictlycontrolled.TheyshallnotgooutdoorsexceptforessentialreasonssuchasPCRtestsoremergencymedicaltreatment.Pleaseavoidsocialgatheringsandcrowdedplaces.Onepersonineachhouseholdcanbeallowedtobuydailynecessitiesorreceivecontactlessdeliveryservicesinthedesignatedtimeslotinanorderlymanner.Allresidentialcommunities,villagesincities,andindustrialparksshallbeputunderclosed-offmanagement,andmeasuresshallbestrictlyimplementedattheentrancesuchastemperaturechecks,venuecodescanning,andchecksof24-hournegativePCRtestresults.

二、实行临时交通管控。地铁、公交暂停服务。除保障城市基本运行、医疗、应急和疫情防控相关的车辆在落实相应管理措施的前提下予以通行外，其他车辆（包括电动车、自行车）原则上不流动。为保障成人高考、全国****技术人员职业资格考试等考试考生需要，地铁、公交车及互联网租赁自行车11月5日、6日上午6时至9时正常服务，成人高考、全国****技术人员职业资格考试等考试当日结束后，考生由各考点专车转运疏散。

2.Temporarytrafficcontrolmeasuresshallbeimplemented.Metroandbusserviceswillbesuspended.Vehiclesresponsibleformeetingthecity’sbasicneedsoftransportation,medicalservice,emergenciesandforCOVID-19controlandpreventioncanbegrantedaccesstoroadsinaccordancewithrelevantCOVID-19controlmeasures.Othervehicles(includingelectromobilesandbikes)arerequiredtostayput.InordertomeettheneedsofexamineesforexaminationssuchastheNationalUnifiedExaminationforCollegeAdmissionsandnationalprofessionalandtechnicianqualificationtests,metros,buses,andonlinerentalbikeswillremaininoperationasnormalonNovember5and6from6:00to9:00.Aftertheendofsuchexaminations,examineeswillbetransferredtospecificplacesbydesignatedvehiclesateachsite.

三、除承担防疫任务的医务工作者、保供人员、社区工作人员、志愿者、机关企事业单位干部职工，其他人员原则上居家办公，或就地转为社区志愿者，向所在社区报到，全面参与社区防疫工作和社区服务。

3.Apartfrommedicalworkers,suppliers,communitystaff,volunteers,andemployeesofgovernmentdepartmentsandpublicinstitutionsresponsibleforCOVID-19controlandprevention,inprinciple,otherpeoplearerequiredtoeitherworkfromhomeorworkasvolunteersintheirlocalcommunitiestohelpfightCOVID-19andservetheresidents.

四、各高校、职业院校和技工院校实施封闭管理。中小学阶段学校、幼儿园暂停返校及线下教学。校外培训机构暂停线下教学，托育、托管机构暂停服务。

4.Universities,technicalandvocationaleducationandtraininginstitutionswillbeplacedunderclosed-offmanagement.Primaryschools,secondaryschools,andkindergartensshallbeclosedandtheirin-personclassessuspended.Alltraininginstitutionsshallsuspendofflineteaching,andnurseryandchildcareinstitutionsshallsuspendtheirservices.

五、除保障市民生活和城市基本运行的水、电、燃油、燃气、通讯、环卫、粮油肉菜供应、生活超市（含农贸市场）、药店、医疗机构、餐饮类企业（只提供快递外卖服务）等行业和场所正常运行外，其余经营性场所一律暂停营业。各街道、社区加强“场所码”等扫码核验工作，进入以上场所须持有24小时内核酸检测阴性证明。

5.Apartfromprovidersofpublicservicessuchaswater,electricity,fuel,gas,telecommunication,sanitation,foodsupplies,supermarkets(includingfarmers’markets),pharmacies,medicalinstitutions,andrestaurants(takeawayanddeliveryservicesonly),allbusinessesshallsuspendoperation.Subdistrictsandcommunitiesshallstrengtheneffortsinensuringvenuecodescanning.Visitorsmustpresenttheir24-hournegativePCRtestresultsbeforeenteringtheabove-mentionedvenues.

六、全区全员核酸检测。全区市民按照“应检必检，不漏一人”的要求，参加各轮次核酸检测，按所在街道社区通知分时段参加核酸检测，严格做好个人防护，规范佩戴口罩，保持1米以上距离，检测完毕立即返回居所。

6.District-widemandatoryPCRtesting.Thistestingisuniversalandshouldcovereveryhouseholdandeveryindividual.Allresidentsshallfollowthenotificationsandinstructionsoftheirsubdistrictorcommunityandgettestedinthedesignatedtimeslot.Residentsarerequiredtopracticeproperprotectivemeasures.Theyshallwearamaskcorrectly,keepasocialdistanceofatleastonemeter,andreturnhomeoncethetestingisdone.

七、各街道建立专门的服务保障队伍，设立暖心服务热线和医疗咨询热线，及时响应市民诉求。

7.AllsubdistrictsinHaizhuDistrictshallestablishteamstoprovideessentialservices.24-hourservicehotlinesandmedicalconsultationhotlinesshallbesetuptorespondtoresidents’demandsinatimelymanner.

上述措施，将根据疫情防控形势动态调整。中、高风险区和临时管控区继续参照有关防疫政策执行。对不履行主体责任、拒不执行防疫要求造成疫情传播的单位和个人，将依法追究法律责任。

TheabovemanagementandcontrolrequirementswillbeadjusteddynamicallyaccordingtothechangingCOVID-19situation.Existingcontrolmeasureswillcontinuetobecarriedoutinmedium-andhigh-riskaswellastemporarycontrolledareas.EntitiesandindividualswhofailtofulfilltheirobligationsorrefusetoimplementCOVID-19controlrequirementswillbeheldlegallyresponsibleiftheiractionshaveledtothefurtherspreadofCOVID-19.
